Policy advisory committees in Kenya: interest group participation and effectiveness

Governments create advisory committees and arm’s-length agencies then delegate responsibilities powers, sometimes merely to provide policy advice but implement regulation. Interest groups, especially groups representing private businesses, are often appointed such committees. As a result, they proactively seek appointment boards established by government, believing that this offers one route amongst several promote their interests government influence public policy. But little is known about whether successful in influencing outcomes. This paper addresses gap – specifically reviewing interest groups’ perceptions of effectiveness, given the challenges assessing actual Kenya.
